How Licensing Works in District of Columbia
The District of Columbia maintains a centralized licensing regime for private detectives and security agencies under D.C. Code § 47-2851.01 et seq. Licensing is administered by the Metropolitan Police Department through the Security Officers Management Branch.
The statute provides for licensure of private detective agencies and individual private detectives. It also provides for licensure of security agencies and registration of individual security officers.
Licensure or registration is required prior to engaging in regulated services. Business entities and individual practitioners are regulated at the District level.
The District also commissions Special Police Officers (SPOs) under D.C. Code § 23-582. SPOs are commissioned by the Mayor and may exercise limited police powers as defined by statute. SPO commissions are distinct from private security officer registration and are governed under a separate statutory framework.
Firearms authorization for armed security personnel and SPOs is governed under related District statutes and regulations and is not itself a private detective or security agency license.
Regulation of private detective and private security services is centralized at the District level.

The District of Columbia regulates private detectives and security agencies under D.C. Code § 47-2851.01 et seq., administered by the Metropolitan Police Department.
Security agencies and private detective agencies must be licensed. Individual security officers and private detectives must obtain required registration or licensure prior to performing regulated services.
Special Police Officer commissions are issued under a separate statutory authority and confer limited police powers as defined by law. SPO commissions do not replace required licensure under the private detective and security agency statute.
