How Licensing Works in Oregon
Oregon maintains a centralized, statewide licensing regime for private security services and private investigators under ORS Chapter 703. Licensing is administered by the Oregon Department of Public Safety Standards and Training (DPSST).
The statute provides for certification and licensure of private security providers, private security entities, private investigators, and private investigator agencies. Both individual practitioners and business entities are regulated under the statutory framework.
Individuals performing private security functions must obtain appropriate certification through DPSST. Private investigator licensure is also required prior to engaging in regulated investigative services.
Firearms certification for armed private security professionals is addressed within the Chapter 703 framework and related administrative rules. Separate concealed handgun licensing is governed under ORS Chapter 166 and is not itself a private security or private investigation license.
Regulation of private security and private investigation services is centralized at the state level.
